Skatepark Revived: Short Film Commission

We are seeking a filmmaker to create a film that explores and celebrates the unique topography of Rom Skatepark.

Skatepark Revived is a cultural project that champions Rom, an iconic at-risk site, through creative commissions, community engagement, and celebration.

Rom Skatepark is a destination for urban sports including skateboarding, BMX, roller-skating, and scootering. Built in 1978 in Hornchurch, it features distinctive curves, lines, bowls, and architectural features that continue to draw riders today. Rom has an extensive archive of images and videos available for inspiration. Rom is the only Grade II listed
skatepark in the world. Given listed status by the Department for Culture, Media, and Sport on the advice of English Heritage, the park is recognised as “nationally important and of special interest.

We are commissioning an experienced filmmaker to create a short film and 4 curated shorts for social media, that explore, celebrates and captures the unique physical shapes, design, and architecture (topography) of Rom Skatepark, co-created with young people aged 16-25. We welcome applicants who bring expertise and knowledge of skate culture and can place Rom in the conversation of Britain’s skate history. The film should be suitable for an intergenerational audience, whether they are skate enthusiasts, part of an urban sports community, or avid film lovers.

The film will:

  • Support young people in connecting to and understanding their local heritage
  • Platform Rom as a space for young people to meet like-minded peers
  • Be submitted for screenings nationally and further afield
  • Be used by the skatepark for fundraising, presentations, and advertising
  • Be used by Havering London as part of celebrating the heritage of the borough and placemaking

The Details:
Fee:
£5,000 (inclusive of VAT)

This fee covers all aspects of the commission including:

  • Pre-production (research, planning, co-creation workshop design)
  • Co-creation sessions with young people aged 16-25
  • Filming at Rom Skatepark & licensing fees for archival materials
  • Post-production (editing, colour grading, sound design, music)
  • All equipment hire and travel
  • All deliverables (one 2-10 minute film + 4 social media shorts)
  • Attendance at the launch event to speak about the film

Film Deliverables:

  • One short film (2-10 minutes) suitable for festival screenings & presentations
  • A series of 4 curated shorts for social media platforms (mix of 30s-15s reels)

Process Deliverables:

  • Co-creation process – collaboration with young people aged 16-25 in developing and creating the film
  • Social media content – Regular posts about the project (tag relevant accounts, use project hashtags)
  • Launch event participation – Present the film during the screening in July 2026

Key deliverables checkpoints:

  • April: Treatment/creative concept (co-designed with young people aged 16-25)
  • June: Rough cut submissions of short film and curated shorts
  • July: All final deliverables

What We Provide
Havering London and Rom Skatepark will provide:

  • Coordination and recruitment of young people aged 16-25
  • Access to Rom’s extensive archive of images and videos (does not include licensing fees/ rights clearance
  • Site access and liaison with Rom Skatepark
  • Safeguarding induction
  • Support throughout

Please note: All filming equipment, software, and production tools must be covered within the commission fee.

  • Proposal – Your creative vision for exploring Rom Skatepark as a heritage site
  • Workshop plan detailing:
    • How you will engage meaningfully with young people aged 16-25 (we will recruit participants)
    • What co-creation means in this context and how you will involve them in the creative process
    • Your approach to the workshop sessions (structure, timeline, roles)
  • CV – demonstrating filming experience and youth engagement work
  • Safeguarding – Please state whether you are subscribed to the DBS Update Service
